The purpose of this action is to highlight the richness, diversity and common features of European culture, promoting access to culture for citizens and emphasizing the role of culture in development of cities.

The idea of the European Capital of Culture was born in 1983 in the hands of Melina Mercouri, Greek Minister of Culture, who proposed to the European Commission the creation of this action, which, since 1985 until today, has given such recognition to 33 cities Europe, including Madrid in 1992, Santiago de Compostela in 2000 and Salamanca in 2002.
